Historic Kolkata Institution Faces Mounting Questions Over Governance, Waqf Assets and Welfare of Orphaned Children

The Calcutta Muslim Orphanage, one of Kolkata’s oldest Muslim charitable institutions, is facing what many observers describe as the deepest crisis in its 132-year history. Once regarded as a symbol of social service, educational upliftment and community responsibility, the institution is now at the center of growing allegations involving political patronage, disputed administrative control, financial irregularities, controversial property dealings and serious concerns related to child welfare and transparency.
Founded more than a century ago with the objective of caring for orphaned children, the institution received extensive support from generations of donors who dedicated waqf properties, financial resources and public trust to ensure that vulnerable children would receive shelter, education and dignity. Today, however, community members fear that the institution’s original purpose has been overshadowed by internal power struggles and administrative controversy.
According to several community voices and former associates of the institution, the present crisis intensified after May 11, 2022, when the tenure of the governing committee reportedly expired. Critics allege that instead of holding a transparent and broadly accepted election process, a faction continued to exercise authority over the institution through informal arrangements and disputed administrative mechanisms.
The controversy surrounding the Calcutta Muslim Orphanage has become especially sensitive because of repeated allegations that politically connected individuals enjoyed indirect support from persons associated with All India Trinamool Congress. Community critics claim that certain politically influential figures and self-styled representatives positioned themselves as protectors of the institution while allegedly consolidating control over its administration and assets.
Although no court has conclusively established political wrongdoing, the perception of political patronage has significantly damaged public confidence and deepened mistrust among sections of the Muslim community in Kolkata.

One of the most controversial issues involves valuable properties located at 75 Fairus Lane and 37 Colootola Street. According to claims circulating among community members, legal advisor Advocate Anwar Alam Khan had reportedly secured favorable court rulings regarding these disputed properties, including eviction orders in favor of the orphanage.
However, allegations later emerged suggesting that attempts were made to negotiate compromise arrangements with opposing parties instead of fully reclaiming the properties for institutional benefit. Critics allege that assets worth several crores may have been subjected to questionable negotiations that did not adequately protect the interests of orphaned children and the institution itself.
While these allegations remain part of public debate and have not been conclusively adjudicated, they have intensified demands for an independent forensic audit of all waqf assets, rental income, property records and financial transactions connected to the orphanage.

Another major point of concern relates to the institution’s children’s wing located at 6 Syed Amir Ali Avenue. Community members claim that the facility had originally been established to provide younger orphaned children with a safer and more structured environment away from older residents where necessary.
According to critics, the children’s section was eventually dismantled and replaced with an English-medium educational institution. This move triggered widespread concern among sections of the community, with many questioning whether commercial and administrative priorities gradually replaced the institution’s original charitable objectives.
Several observers further alleged that despite the expansion of educational infrastructure, orphaned children themselves appeared to receive limited direct benefit from these institutions. Questions have repeatedly been raised regarding the actual representation of orphan students in affiliated schools and the transparency of educational revenue generated from waqf-backed properties.
Public concern intensified further after reports surfaced in January 2025 regarding the alleged assault of a minor orphan identified as Anis. According to accounts shared by community sources, the child was allegedly subjected to severe physical abuse after witnessing inappropriate conduct involving older boys inside the institution.
The matter reportedly reached local police authorities and the Juvenile Court system, causing widespread anxiety among residents, former associates and sections of the Muslim community. For many observers, the incident exposed deeper structural failures within the institution’s supervision and child protection systems.
The women’s section of the orphanage has also come under criticism. Allegations have emerged claiming that women were increasingly absent from responsibilities connected to the care, counseling and supervision of orphaned girls, including marriage-related arrangements. Critics questioned whether sensitive administrative matters concerning female residents were being handled with adequate ethical oversight and institutional accountability.
Financial transparency has become another major issue in the growing crisis surrounding the Calcutta Muslim Orphanage. Community members and activists have repeatedly demanded detailed disclosure of institutional accounts, waqf property records, rental income, educational revenue and audit reports.
Critics allege that complete financial statements have not consistently been made available to the wider public. Some community voices have also questioned whether institutional assets were undervalued or inadequately documented in official records. These concerns have strengthened demands for independent scrutiny under judicial or regulatory supervision.
Perhaps the most troubling aspect of the controversy has been the silence and fragmentation within the community itself. While criticism and concern have circulated across public discussions and social media platforms, no unified reform movement has yet emerged strong enough to decisively resolve the crisis.
Some observers believe political affiliations discouraged open criticism, while others point to fear, personal interests and internal divisions within sections of the community. As a result, the institution’s credibility has continued to suffer amid mounting allegations and declining public trust.
Many community observers now warn that the crisis surrounding the Calcutta Muslim Orphanage reflects a larger structural problem affecting several historic charitable and waqf institutions, where weak accountability, political influence and inadequate oversight gradually erode public confidence and institutional integrity.
In response to the growing controversy, activists, lawyers, educators and civil society members have proposed a series of urgent reforms aimed at restoring public trust and safeguarding the welfare of orphaned children.

Key Demands and Recommendations

Full Forensic Audit

Community members are demanding a comprehensive forensic audit of all waqf properties, rental income, bank accounts, educational revenue and institutional expenditures connected to the orphanage.

Judicial and Registrar Oversight

Critics are calling for judicial or registrar-supervised review of the current administrative structure to determine the legal status and authority of the present management.

Independent Interim Governing Board

Several community voices have proposed the formation of an independent interim board consisting of respected legal experts, educators, social workers and financially transparent individuals.

Child Protection Reforms

Activists are demanding the immediate establishment of a Child Protection Committee along with regular psychological, educational and welfare monitoring mechanisms for children residing within the institution.

Restoration of Dedicated Children’s Facilities

Many former associates believe younger orphaned children should once again be provided with separate residential facilities to ensure their safety, supervision and emotional well-being.

Public Financial Transparency

There are increasing calls for mandatory annual publication of audited financial records, waqf asset details and institutional expenditure reports.

Educational Reforms for Orphaned Children

Community members have also demanded educational quotas, scholarships and long-term higher education programs specifically designed for orphaned children associated with the institution.
For generations, the Calcutta Muslim Orphanage symbolized sacrifice, compassion and collective responsibility within Kolkata’s Muslim community. Today, however, the institution stands at the center of painful questions involving governance, ethics, accountability and the future of community-managed charitable organizations.
Whether every allegation is ultimately proven or disproven through legal proceedings, the controversy has already exposed deep anxieties regarding the protection of waqf assets, the welfare of vulnerable children and the moral direction of historic institutions built on public trust.
As calls for accountability continue to grow, one question now echoes through large sections of the community:
If institutions created to protect orphaned children themselves lose transparency, trust and moral direction, who will safeguard the vulnerable tomorrow?
